Congressional Districts 21 and 25 are two of five districts across Texas that have been required to hold special elections after the Supreme Court ruled part of the 2003 redistricting map unconstitutional and ordered the five districts redrawn. An anti-tax group called Citizens Lowering Our Unfair Taxes ("CLOUT") has filed suit against state lawmakers alleging illegal spending of our tax dollars over the last 28 years.
